The place is named after the fortress of the same name, which is located on a hill in the city. The correct name of the fort is Rinchen Pung Song, which means "heap of jewels fort". The path to it climbs up a hill to the northern entrance of the fortress, which leads to the inner courtyard. The central five-story tower, which is located inside, was built in 1649. About 200 monks live in the monk section. The temple is one of the most important places for religious pilgrims and a frequently visited place by tourists.
